1. Is the garden appropriate to its setting?  (touched on in paragraph 2, but I'd say too crucial not to be a point on its own)

 
2.  Does it have a central idea?
 
3. Is it confident?
 
4.  Does it make the most of natural features or existing trees, slopes, water, history, etc?  
 
5.  Does it bring new thinking to trad ingredients?  
 
6. Has the gardener had the confidence to know when to stop?
